'In fact, even if an Indian citizen comes to India for a short period of 15 days, which some of them normally do, they will still not be able to apply for Adhar Cards for himself or herself as definition given of “residence” under section 2 (v) of the Adhar Act, says, “ “resident” means an individual who has resided in India for a period amounting in all to in all one hundred and eighty- two days or more in the twelve months immediately preceding the date of allocation for enrolment,” the Congress leader pointed out.
