The Chief Minister said that the circular of Finance Secretary ran contrary to the contents and larger scope of delegation of financial powers given under the order of government in December 2014.
Restricting the delegation of powers to contingent and miscellaneous expenditures nefariously omitted other delegation of powers and hence the official`s order is mischievous, improper and grossly illegal and has been issued without Chief Minister`s approval.
Mr Narayanassamy said the government followed the Central government`s approach of issuing expenditure sanction and has since been issuing grants only as a scheme with the approval of the Planning Board headed by Puducherry Administrator, Cabinet, Union Home Minister and thereafter by the Assembly. All such schemes of the government here had the approval of the Central government.
