Haryana Assembly passes GST Bill, Service of Engineers Bill

Chandigarh, Nov 6 (UNI) The Haryana Vidhan Sabha passed the Haryana Goods and Services Tax (Amendment) Bill, 2019 and the Haryana Service of Engineers, Group A, Public Works (Buildings and Roads) Department (Amendment), Bill, 2019 on the concluding day of first session of 14th Vidhan Sabha here on Wednesday.
The Haryana Goods and Services Tax (Amendment) Bill, 2019 has been passed to provide alternative composition scheme for supplier of services or mixed suppliers (not eligible for earlier composition scheme) having an annual turnover in preceding financial year up to Rs 50 lakh, to provide for higher threshold exemption limit from Rs 20 lakh to such amount not exceeding Rs 40 lakh in case of supplier who was engaged exclusively in the supply of goods, to provide for mandatory Aadhar submission or authentication for persons who intend to take or have taken registration under the Act.
The Bill provides that supplier would mandatorily offer facility for digital payments to his recipient and for furnishing of annual returns and for quarterly payment of tax by taxpayer who opts for composition levy and to provide for certain other categories of tax payers, an option for quarterly and monthly payments under the proposed new return filing system.
Besides, it also provides the facility to the taxpayer to transfer an amount from one head to another in the electronic cash ledger.
The Bill also gives a single interface for disbursal of refund by a single authority and also empowers the authority to impose penalty equivalent to 10 per cent of the profiteered amount.

The Haryana Service of Engineers, Group A, Public Works (Buildings and Roads) Department (Amendement), Bill, 2019 has been passed to amend the Haryana Service of Engineers, Group A, Public Works (Building and Roads) Department Act, 2010. It would apply to the people who were members of the Service and have been appointed on or after November 4, 2010.
The Bill provides that there would be a common cadre for promotion to the post of Engineer-in-Chief provided further that there would be separate post of Chief Engineer (Electrical) for Electrical cadre and Chief Engineer (Mechanical) for Mechanical cadre and same will be filled up by the Committee constituted under section 8 on the basis of seniority-cum-merit. The seniority would be determined by the length of service on the post of Superintending Engineer in their respective cadre.

Kill Corona drive going full steam ahead in MP

Bhopal, July 5 (UNI) Arrangements are underway for treatment of sufferers identified during a door-to-door survey under the ongoing Kill Corona campaign in Madhya Pradesh.
It is heartening that the general public is playing a supporting role along with officers and other employees associated with the crusade. As many as 1,776 teams in urban areas and 8,975 in rural ones are operational. Patients with symptoms of seasonal maladies are also being pinpointed. In excess of 11,000 samples were collected and a population of more than two crore covered, an official release said on Sunday.

MP CM meets Food Minister

Bhopal, July 5 (UNI) Madhya Pradesh Chief Minister Shivraj Singh Chouhan met Consumer Affairs, Food and Public Distribution Minister Ramvilas Paswan at the latter’s New Delhi residence on Sunday and discussed quandaries pertaining to wheat procurement, bonus plus ration for transient labourers.
“In the previous fiscal, 73.70 lakh metric tonnes of wheat were procured from peasants of which 67.25 lakh MT were accepted in the central pool. I urge that the remainder be included in the pool soon, so that payment may be disbursed to cultivators. Regarding provisions for migrant workers, approximately 13 lakh returned to the state but of them 1.90 lakh have been unable to obtain provisions owing to non-availability of cards,” the visiting politician was officially quoted as saying.
