New Delhi, Dec 13 (UNI) The three-day conference of presiding officers in Dehradun in Uttarakhand
will work to bring improvement in the functioning of legislatures both at the state levels and at the national level, Lok Sabha Speaker Om Birla said here on Friday.
"....do noh milkar ek niyam prakriya ka, ek saman rup se banane ka kam karenge (Both Lok Sabha and state legislatures will try to evolve a mechanism or a common code so that there is commonality in rules)," the Speaker said.
"The three-day conference of Speakers from state assemblies and Lok Sabha will be held in Dehradun from December 18. We will have a detailed discussion and try to evolve mechanism that will ensure temples of democracy at the national level and at all state levels that will ensure smooth and improved functioning of legislatures," Mr Birla told a press conference here.
He said it is true all state assemblies and also Lok Sabha have their respective functional autonomy
but attempts ought to be made to ensure an effective synchronization in their functioning.
He said Indian parliamentary democracy is respected immensely globally and thus "it becomes our responsibility" to work to enhance the prestige of Indian parliament and state legislatures.
He said the issue of such coordination was also discussed at meeting of the Speakers.
Three separate committees have been formed in this direction, he said.
Last month at Panaji, Speaker Mr Birla had said - "There should be arguments and discussions, but there should be some rules about entering the well".
Three committees headed by Speakers of various state assemblies were also appointed to look into several aspects of creating a uniform set of rules for functioning of legislatures in the country.
