New Delhi, Nov 28 (UNI) Union Housing and Urban Affairs Minister Hardeep Singh Puri on Thursday maintained that the Bill that seeks to provide special provisions for 'recognizing' unauthorized colonies in the national capital, is a revolutionary step of the Modi government and pointed out that the work on the draft law started when Delhi elections were not on the horizon.
'We decided to go ahead when the Delhi elections were far off. The work on the bill has been going on past 8-9 months,' he stated while replying to the debate on National Capital Territory of Delhi (Recognition of Property Rights of Residents in Unauthorised Colonies) Bill, 2019.
Earlier, speaking during the debate on the Bill, Leader of the Congress in the Lok Sabha Adhir Ranjan Chowdhury said, that the decision was not 'far sighted' but 'poll sighted'.
The Minister said that there has been a vilification of facts in public domain.
The Bill was passed with voice vote in the Lok Sabha.
'We have to end the injustice which has been going on for long,' he stated.
He said there was evidence that for the past three years, the Arvind Kejriwal government was not allowing work in this regard, and after they asked for two more years time, the Centre decided to go ahead for the welfare of these colonies.
The Bill will help in allowing the registration of properties and provide certain relief to the residents in Unauthorised Colonies (DCs) of Delhi from Registration Charges and Stamp Duty.
Nearly 40 lakh people reside in Unauthorised Colonies located on private or public land in Delhi. Properties, whether in the form of plot of land or built up space are generally held through General Power of Attorney (GPA), Will, Agreement to Sale, Payment and Possession documents.
The Bill envisages to recognise GPA, Will, Agreement to Sell, Purchase and Possession documents, in the light of Suraj Lamp Case Judgment, as a special one-time relaxation for this purpose for the residents of UCs in Delhi.
The draft law will provide for registration charge and stamp duty to be levied on the value mentioned in Conveyance Deed or Authorisation Slip and for its applicability on last transaction only,
The above relief provisions will benefit more than 40 lakh people living in 1,731 Unauthorised Colonies of Delhi.
