Nagaland CM speaks for NER in NEC meet

Kohima, Jan 24 (UNI) Nagaland Chief Minister Neiphiu Rio has informed that the entire North Eastern Region is still lagging behind the mainland and urged the North East Council (NEC) to bring out a clear vision for development of the North Eastern Region, with an increased fund allocation.

Speaking at the 69th plenary session of the North Eastern Council through videoconference in Shillong yesterday, the Chief Minister Rio said that the NEC was set up with a special purpose due to special needs and there are several projects under implementation which does not have the knowledge or monitoring of the State Governments and have been selected without the consent of the State Governments and the governing body. This procedure, Rio said, has undermined the Governors, Chief Ministers and Members of the Governing Body and has given room to compromises on transparency and good governance. Another concern shared by the CM was the difficulty faced by NE States in giving State share for various Centrally Sponsored Schemes (CSS). He therefore urged the Ministry of Development of North Eastern Region (DoNER) to provide separate fund allocation to meet the requirement of State share for all CSS projects. Rio lamented that over the years, the functional autonomy of NEC intended by Parliament had been significantly diluted and the role of the Governing Body of NEC represented by Governors and Chief Ministers of the region had become less important.
