The matter came to light as the video shot by some eyewitness in the Mukherjee Nagar area went viral.
Police personnel are seen thrashing a driver of the Gramin Sewa tempo who also had pulled out a sword like weapon which can be seen in the video.
The incident is said to have happened after the Gramin Sewa tempo accidentaly hit the police vehicle that triggered an argument between the driver of the mini tempo and the police personnel.
In the two FIRs, one of them is registered against the driver Sarbjeet Singh for assault by use of sword based on the statement of the policeman who sustained injuries while on duty, and the other case has been registered on the complaint of Sarbjeet Singh for certain alleged excesses committed subsequently against the police personnel which can also be seen in a video.
ASIs suspended
Three personnel, including two Assistant Sub-Inspectors, have already been placed under immediate suspension for their unprofessional conduct in handling the situation on the basis of preliminary findings, the police said, adding that further necessary action, as warranted, will be taken on the basis of the findings of the enquiry.
Both the cases have been registered as per the complaints under provisions of law dealing with assault and use of force and thereby for independent investigation, the cases have been transferred to the Crime Branch.
Joint Commissioner of Police Northern Range, Manish Kumar Agrawal is separately conducting a detailed fact-finding probe into the matter, the law enforcement officers said.
Delhi Police has also said that it follows a policy of zero tolerance towards any unprofessional conduct or any unnecessary excess even while performing official duties or handling a crowd control situation.
Chief Minister Arvind Kejriwal strongly condemned the police conduct and called it "unjustified" and further demanded an impartial prob into the matter.
Mr Kejriwal on Monday also visited the residence of Gramin Seva auto driver, who was allegedly assaulted last evening by several Delhi Police personnel at Mukherjee Nagar
He added that, ''The LG and the Home Minister will have to be very strict about the rising rate of crime in Delhi. This needs to stop. What has happened is highly condemnable and those responsible should not be spared.''
"Delhi Police brutality in Mukherjee Nagar is highly condemnable and unjustified. I demand an impartial probe into the whole incident & strict action against the guilty. Protectors of citizens can't be allowed to turn into uncontrolled violent mobsters,'' Mr Kejriwal tweeted.
