Haryana brings Delhi-Panipat-Karnal Namo Bharat RRTS corridor under TOD policy

Panchkula, Sept 22 (UNI) The Haryana government has formally included the approved alignment of the Delhi-Panipat-Karnal Namo Bharat RRTS Corridor in the annexure to the state's Transit Oriented Development (TOD) policy, bringing the corridor within the policy framework for consideration for development of TOD zones.
The Town and Country Planning Department notified the amendment on Tuesday, adding the Delhi-Panipat-Karnal corridor to the list of Mass Rapid Transit System (MRTS) corridors falling within Haryana that are covered by the TOD policy.
The amendment has come into force with immediate effect. According to the notification, Haryana had notified its TOD policy on February 9, 2016, and subsequently amended it from time to time. The annexure to the policy identifies MRTS corridors within Haryana that are to be considered for development of TOD zones. The policy provides that any new alignment may be included in the annexure upon approval by the state government, on the recommendation of the Haryana Mass Rapid Transport Corporation (HMRTC).
The notification said the alignment of the Delhi-Panipat-Karnal Namo Bharat RRTS Corridor has been approved by the Haryana government on the recommendation of HMRTC. The corporation subsequently requested the government to include the alignment in the annexure to the 2016 TOD policy. Following this, the government has added the corridor as a new entry at the end of the annexure with immediate effect. The new entry reads: "10. Delhi-Panipat-Karnal Namo Bharat RRTS Corridor," with the alignment as shown in the plan in Appendix-IV of the notification.
The plan appended to the notification shows the proposed RRTS alignment running from the Delhi border through the Sonipat-Panipat-Karnal belt. The map depicts the corridor along major urban centres on the route, including the Kundli-Sonipat area, Ganaur, Samalkha, Panipat, Gharaunda and Karnal.
Significantly, the plan also identifies RRTS stations, marks a 1.5-km influence zone around them, and shows the RRTS corridor and other planning features. The amendment formally brings the approved Delhi-Panipat-Karnal alignment within Haryana's existing TOD policy framework for MRTS corridors.
The notification, however, does not specify the project's cost, the construction commencement date, the completion deadline, or the date for the start of passenger operations. The amendment is specifically related to the inclusion of the approved RRTS alignment in the annexure to Haryana's TOD policy and should not be construed as a fresh construction approval for the entire project.
