Chennai, Sep 16 (UNI) Terming the resignation of MLAs in a short span of time after getting elected and recontest from the same seat on another Party ticket as a mockery of democracy, the Madras High Court on Tuesday refused to stay the October six bypolls to Madurantakam and Dharapuram Assembly seats and directed the Election Commission of India (ECI) to frame guidelines to prevent this, besides recovering the bypoll expenses from the resigned candidates.
