Chennai, Nov 4 (UNI) The day November 4 should be inscribed in golden letters in the history of social justice in Tamil Nadu. It was on this day, 99 years ago, that the third Communal Government Order (GO No. 1071), providing for the implementation of 100 percent communal representation in the then Madras Presidency, was passed.
