Gurugram, Nov 5 (UNI) Haryana's Town and Country Planning Department has issued a public notice to buyers and other rights holders of a commercial project in Sector 53, Gurugram, after alleging that the developer used a forged occupancy certificate to create third-party rights in a building that had never received official occupation approval.
