Prisons should focus on reform, not just confinement: Manipur CM

Imphal, Sep 21 (UNI) Manipur Chief Minister Yumnam Khemchand Singh on Monday said prisons should not be viewed merely as places of confinement but as institutions focused on moral correction, reformation and rehabilitation. Singh was speaking at the first Raising Day celebration of the Prisons and Correctional Services Department at Manipur Central Prison, Imphal, marking 134 years since the department's establishment.
