Top maoist leader Bhupati blames strategic failures for Naxal decline in ‘Surrender Letter’

Nagpur/Gadchiroli, Oct 18 (UNI) Senior Maoist leader and Central Committee member Mallojula Venugopal Rao, widely known as Bhupati, has attributed the sharp decline in the Naxalite movement to the collapse of its underground network and the increasing involvement of armed wing, the People's Liberation Guerrilla Army (PLGA) in public activities.
In a 22-page letter dated January 6, 2025, written nearly 10 months before his surrender along with 60 cadres, Bhupati expressed deep concerns over the strategic failures of the CPI (Maoist) and called for a radical shift in the movement’s direction.
The letter, now in the hands of authorities, is being seen as a "surrender manifesto", offering rare insight into the internal crisis within the Maoist ranks.
