Addressing the inaugural session in the state assembly''s "Vidhayi Gaurav Yatra" under the Amrit Mahotsav here on Wednesday, Birla defined legislatures as "Schools of Democracy" and the Rajasthan state legislature as his first and primary institute for teaching and inculcating in him tenets and values of the democratic system.
