Bengaluru, Sept 29 (UNI) union Minister HD Kumaraswamy on Tuesday reopened the politically explosive NICE road controversy with a sweeping attack on Karnataka Chief Minister DK Shivakumar, describing the alleged irregularities as "bigger than the 2G and coal scams", accusing him of altering the project's land framework and warning that the documents released were only the beginning.
