Retail liquor shops in Jharkhand to run under new rules from Sept 1

Ranchi, July 11 (UNI) The Jharkhand government has notified the implementation of the 'Jharkhand Utpaad (Licensing and Operation of Retail Liquor Shops) Rules, 2025', marking a significant policy shift in the retail sale of liquor across the state. The notification, issued by the Excise and Prohibition Department, says the rules come into immediate effect, with full operationalisation from September 1.
As per departmental notification, all retail liquor outlets in the state will henceforth be governed by the new regulations. Rule 57(i) of the policy overrides all previous norms related to the retail sale of liquor. The management and allocation of liquor shops will transition from the Jharkhand Beverage Corporation Limited (JSBCL) to private licensees, selected through an online lottery process.
According to Subodh Kumar Jaiswal, general secretary of the Jharkhand Liquor Traders’ Association, the allocation of shops via lottery is expected to be completed by August 15. Revenue targets and shop-wise benchmarks are currently being finalised, which will form the basis for allotment.
