Notification related to J&K not amendment to Reorganization Act

New Delhi, July 13 (UNI) Government sources clarified that the notification issued on Saturday, regarding transaction of business rules is not an amendment to the Jammu and Kashmir Reorganization Act, 2019.
Sources have said that this notification is a simple amendment to the transaction rules which are issued to avoid any ambiguity. Sources said that some media reports have wrongly reported this notification as an amendment to the Reorganization Act.
According to sources, this notification does not in any way change the balance of powers contained in the Jammu and Kashmir Reorganization Act, 2019. The said Act has been passed by the Parliament in August, 2019 and has been upheld by the Supreme Court. According to Section 32 of the Act, the Legislative Assembly may make laws with respect to any of the matters enumerated in the State List except the “Police” and “Public Order” or the Concurrent List in the Seventh Schedule to the Constitution of India.
