IDSA welcomes move to regulate Direct Selling

New Delhi/Chandigarh, Jul 7 (UNI) The Indian Direct Selling Association (IDSA) has welcomed the draft rules for direct selling by the department of Consumer Affairs of Union Consumer Affairs, Food & Public Distribution ministry.
IDSA, the premier association of leading direct selling entities in India, has hailed the move to bring direct selling under a regulatory framework by publishing the draft Consumer Protection (Direct Selling) Rules, 2021. The Ministry has invited comments and suggestions from the interested parties by July 21.
IDSA Chairperson Rini Sanyal said, “with the notification of the draft Direct Selling Rules, a long pending dream of the Direct Selling industry is now on the verge of getting fulfilled. The industry and IDSA have waited for a long time to see this day especially after the new Consumer Protection Act 2019 was notified in 2019. Needless to mention, the initiation of this process has sent a positive signal to all entities, intermediaries and people associated with the industry”.
According to IDSA Vice Chairman Rajat Banerji, “this culminates efforts that started with the Direct Selling Guidelines notified in 2016. It is a progressive step to include registration of Direct Selling Entities (Companies), under these proposed Rules as this would be a validation. India would join the list of countries that have clear regulations for the Direct Selling industry. There are one or two minor issues that we would seek clarifications for, which would be taken up through the appropriate channels.”
It may be noted that the direct selling industry has been vocal about the need for a dedicated rule governing its operations. While the Department of Consumer Affairs had notified the Direct Selling Guidelines in 2016 however, the notification of the rules will be a more substantial step towards regulating the industry.
Commenting on the proposed rules, IDSA Treasurer Vivek Katoch said, “The draft rules, published by the Department of Consumer Affairs, have provided and clear distinction between pyramid schemes and direct selling network, which will go a long way in building a business-friendly environment for the Direct Selling industry in the country. The rules are largely in line with the developments in the industry and will protect the rights of the consumers.”
India is amongst the fastest growing Direct Selling nations around the world and has been registering the highest CAGR and Year-on-year growth rates in the top Direct Selling nations. With the notification of Direct Selling rules, India will join the select group of nations that have enacted similar legislations for governing the industry.
