HP HC slaps penalty on state for delay in filing replies

Shimla, Sep 11 (UNI) Himachal Pradesh High Court has taken a stern view of the State’s failure to comply with its orders in time and directed that costs be deposited in the Chief Justice Disaster Relief Fund, 2025. In two separate orders, the court imposed penalties on the State and its officers for showing laxity in litigation matters.
In one case, Justice Ajay Mohan Goel expressed displeasure over the non-compliance of earlier court directions regarding compassionate appointment to Rakesh Kumar. Despite repeated opportunities, the Public Works Department (PWD) failed to act, compelling the court to impose a cost of Rs 25,000 on the Secretary, PWD.
The court said that the officer’s indifferent attitude in not honouring the court’s mandate was unacceptable. On the Advocate General’s request, however, the court granted two more weeks for filing a compliance affidavit. The amount is to be deposited in the Chief Justice Disaster Relief Fund with a clear warning that non-payment by the next hearing will invite contempt proceedings.
