Governors can't stall democracy: SC hears crucial arguments on state bills assent

New Delhi, Sep 10 (UNI) The Supreme Court heard important arguments from states challenging attempts by governors to delay or block legislation passed by state assemblies.
The case, arising from a presidential reference, is being heard by a Constitution Bench comprising Chief Justice of India B.R. Gavai and Justices Surya Kant, Vikram Nath, P.S. Narasimha, and Atul S. Chandurkar.
The Kerala government, represented by senior advocate K.K. Venugopal, told the Court that when there is a disagreement between the state government and the governor, the Council of Ministers can compel the governor to grant assent to a bill under Article 163 of the Constitution.
