Bihar: Demands for law to check SC ST welfare fund diversion

Patna, Mar 19 (UNI) CPIML member Satyedev Ram, while raising the issue of diversion of the fund meant for the welfare of Scheduled castes and Scheduled tribes (SC--ST), demanded in the Bihar Assembly on Wednesday to enact a law to check the fund diversion earmarked for the section.
Through his call attention motion, Ram said in the lower house during the pre-lunch sitting that provisions were being made in the budget for welfare of the SC ST in accordance with their populations, but the fund was being diverted.Referring to the report of CAG finance account volume II of 2021-22, Ram said that Rs 17,445 crore were diverted and utilised on the non SC-ST schemes.Citing the Bihar budget 2023-24, Ram said that according to it, of the fund earmark for the Welfare of SC ST Rs 10,799 crore were diverted in the financial year 2021- 22, Rs 18,450 crore in the financial year 2022-23 and Rs 11,796 crore in the year 2023- 24.Referring to the SC ST portal, he said that Rs 3,000 crore comprising the central matching share of Rs 2,143.80 crore and 40 percent of its state matching share of PM Housing scheme were diverted for non-SC-ST schemes in three years commencing from financial year 2018 till 2021.
Ram demanded to make a law on the pattern of Andhra Pradesh, Karnataka and Telangana to check the SC ST fund diversion.UNI RS SS
