NHRC registers case in Hyderabad Gangrape case

New Delhi, Dec 2 (UNI) The National Human Rights Commission has registered a case on the brutal gang rape and murder of a lady doctor in Hyderabad.
The Apex Human Rights Watchdog has taken cognizance of the petition filed before it by Supreme Court Lawyer and Noted Social Activist Radhakanta Tripathy.
The veterinary doctor from Shamshabad in Hyderabad was found dead with her body partially burnt under Chatanpalli bridge in Shadnagar.
She was raped, smothered and then burnt by four men. The accused who were consuming alcohol at Shamshabad toll plaza saw Priyanka parking her scooter and hatched the plan to rape her.
The facts and circumstances of the case also pose questions regarding Right to Mental Health. The education system is also lacking Course Curriculum on mental health and issues related to the teen age physical and mental syndrome. Pertinent to mention that this case is worse than that of Nirbhaya of Delhi.
The Nirbhaya Guidelines have not been followed by the State of Telangana, Tripathy contended.
This is a classic case of failure of entire state machinery and the State Police.
Negligence and failure of the Government authorities in acting over the issue of following Nirbhaya guidelines, ensuring mental health and formulating policy on consumption of alcohol and strict adherence thereof pose serious question of human rights, Tripathy alleged.
He requested the NHRC to investigate the case independently and impartially by DG (I), direct the DGP, Telangana and the Secretary, Ministry of Home Affairs, Govt of Telangana to act against the errant officials.
He also requested the NHRC to take legal action against the culprits in the gang rape and murder of the victim doctor and direct the Chief Secretary of the State to immediately constitute an expert Committee to look into the mental health issues in the state or send a team from the Commission itself to investigate the case in detail.
NHRC has also been requested to direct the State to take legal action against the wrong doers and pay compensation of one Crore rupees to the family members of the deceased on a war footing.
