HP becomes first state with ration cardless PDS system : Mins

Shimla, Apr 24 (UNI) Himachal Pradesh become the first model state to switch over its Civil Supply Corporation to new innovation of ration cardless distribution of Food items under the Public Distribution System (PDS).
Revealing this in a press conference here on Tuesday, Food Civil Supply and Consumer Affairs Minister Kishan Kapoor said that people do not need to turn up with the ration card to get PDS quota, as with complete online system, they only require to give their mobile numbers.
He said after the complete linkage of Aadhar card with ration cards and issuing of paperless ration cards, the customers can take PDS quota from their Depot after giving the mobile number. Bill and cash memo would be issued to the customers through SMS.
He said people need to download HPCSC PDS app to get detail of their food transactions. He said the app also contains feedback form, where the customers could give their response over their grievances and complaints, which would bring complete transparency in the system.
He said the government would keep an eye on food leakage during the supply chain, moreover, pose machines have been issued to every depot holder, to generate bills during distribution of food items.
He said the department has prepared a software to link the app with every ration card holder online, which would stop the pilferage and leakage of PDS quota to non-beneficiaries. The state has more than 16.50 lakh ration cards holders.
To register the traders and issuing liecences to new traders, the Weight and Measurement unit of Department has also developed online system, where new applicants could register themselves on through the websites through their homes and get the requisite licences, after completing formalities online.
The department would switched over to cashless payment of Subsidy to the every ration ca rd holders as their banks accounts and Adhar have been linked by the depratment and data centre has been set up for the purpose in the state.
The Minister said that efforst are one to press the centre to increase the Kerosene oil quto under PDS system to this hill state.
The government would soon launched the Himachal Pradesh Housewife Faclity Scheme(HP Grahini Suvidha Yojana) to distribute free LPG connections to women's who had no LPG connnections as Rs 12 Crore has been provided under the scheme by the state government.
The Minister did not reveal the Prime Minister Flagship Programme- Ujjwala Yojana, however, officials claimed that survey is being conducted to access the target as the Centre has given the target to issue three lakh LPG connections to BPL famlies, who did not have access to this facility.
He also claimed that the state government succeeded to save Rs six crore under the PDS, as Rs two crore have been saved for procurement of Pulses and Rs four crore in PDS levy Sugar by rationalising the prevailing tender process.
Accepting the disruption in the supply of Mustard and Refined oil and Sugar under the PDS system, he said efforts are being made to supply these items soon after expediting the process of tendering to procure the backlog quota, which could not be supplied, so far.
HP became the first state in the country, where paper ration cards have been replaced by digital ration cards, which could be issued ration after swapping in the pose machine at the respective Depot holders.
The online process caters to large number of duplicate and fake ration cards, as the digital ration cards have been linked with Aadhar numbers in the state.
