Youth Congress seeks CBI probe in implementation of Saubhagya in Meghalaya

Shillong, Nov 11 (UNI) The Meghalaya Pradesh Youth Congress (MPYC) on Monday
sought a CBI probe to unearth the ‘unfair’ means of the Meghalaya Democratic
Alliance government in the implementation of the central sponsored Saubhagya
scheme in the state.
“We demand from the government to initiate a CBI probe into the manipulation in
the terms and conditions of the qualifying criteria to favour some contractors on the
pretext that firms with high financial and technical capability will be given the work
for implementation of Saubhagya scheme in the state as the deadline is very short,”
MPYC President Richard Mrong Marak said.
The original stated time to complete the work of the 100 percent electrification of
households in the villages across the state was December 31, 2018.
The MPYC also staged a token protest against the government outside the
Meghalaya Energy Corporation Limited (MeECL) office in Tura, the district headquarters
of West Garo Hills against the government’s and the MeECL.
“We wanted to know why the tender was allotted at a very high rate which is 50 per
cent higher rate than the estimated tender value. The tender value was Rs 179 Crore
for the Saubhagya project allotted for an amount of Rs 270 Crore which is 91 Crore
higher than the original estimated tender value,” Marak asked.
The Youth Congress leader said that a CBI probe can unearth the facts behind this
“unfair” means in entire tender process for implementation of the electrification scheme.
Marak also claimed that electrification work in Garo Hills has come to a standstill
after the M/S Onycon left the work in between.
“In whole Garo Hills, more than 1000 villages were to be covered and work to be done
for 100 per cent electrification. But whereas on date even after more than a year of
tendering work has started in only 300-400 villages which are also not yet completed as
on date and not even 30-40 per cent work has progress in the ground,” the youth
Congress leader said.
“The whole tendering process, fixation of high qualification criteria, selection of
contractors, leaving of work by M/S Onycon, delay of work progress gives a clear
picture beyond reasonable doubt that the whole system of MeECL is at fault and
the people of Garo Hills needs an answer for the blatant misuse of public money,”
Marak added.
