Yamuna cleaning: Delhi govt slammed for spending money without NGT permission

New Delhi, Feb 9 (UNI) The National Green Tribunal (NGT) today slammed Delhi government over rising pollution levels into the Yamuna river, and stayed the Delhi Jal Board from spending money on the river without its permission. A bench headed by NGT chairperson Justice Swatanter Kumar said, "Despite spending thousands of crores, the pollution level in the river is getting worse. We had passed clear directions that out of planned expenditure no amount other than maintenance purpose should be used by Jal Board. And the department have submitted the affidavit regarding it. A showcause notice would be issued to the chief engineer of the Delhi Jal Board who will file an affidavit giving explanation where the money had been spent. The affidavit would be filed within one week from today." In explanation, the counsel appeared for the DJB said the expenditure was carried out on drain integration work in pursuance of the order passed by the Delhi High Court. To this, the bench said, "We had clarified in the previous hearing that if you spent the single rupee on the river, you have to seek permission from us. Why didn't you convey our orders to the Delhi high court?" Besides, the green panel also constituted a committee comprising member secretary of Central Pollution Control Board (CPCB), member secretary of Delhi Pollution Control Board (DPCC), Chief Engineer of Delhi Jal Board (DJB), Secretary of Delhi Development Authority (DDA) and professor R Kosa from IIT-Delhi. “The committee shall collect samples from the drains and near STPs. The report will not be restricted to chemical oxygen demand (COD), Biochemical oxygen demand (BOD) and pH levels but also analyse all parameters including metals, insecticides, pesticides and other compounds,” the bench said, adding that collected samples would be analysed at CPCB lab and IIT-Delhi.
