Venkaiah calls for evolving National Information & Communication Policy
New Delhi, Dec 10 (UNI) Information and Broadcasting Minister M Venkaiah Naidu today laid emphasis for evolving a comprehensive 'national information and communication policy' and said in order to push integrated development the Centre and the states should work together in various areas, including in dissemination of effective information. "We need an integrated and holistic approach and coordination between the centre and states is essential," Mr Naidu said addressing the 28th state Information Ministers Conference (SIMCON) here. He said there is no dispute that the agenda of the nation is "all round and integrated development" and this cannot be materialised without effective dissemination of information. Stating that over the years while the country has evolved policies on various subjects like environment and health, but there is no such policy for communication and information dissemination. "The centre and the state should work together to evolve the communication policy," he said, adding that Secretary Information and Broadcasting Ajay Mittal and senior officials have been directed to work with the states to work on a draft policy at the earliest. Sharing his ideas, the Minister said the proposed 'national information and communication policy' should help to provide the citizens "enhanced access to information". "People have the right to information," he said, adding that the new policy should also seek to promote development, create awareness about development especially in the context of the poorest of the poor. "It should also work to preserve national cultural identity," Mr Naidu said. In this context, he said India has unique strength of its cultural richness and its heritage. "Every Tom, Dick and Harry came and conquered...They might have robbed our wealth, but they could not take away our heritage," he said. Mr Naidu referred to Prime Minister Narendra Modi's repeated emphasis on 'Sabka Saath Sabka Vikas (Development with all and Development for all)' and said even the great leaders like B R Ambedkar and Deen Dayal Upadhyay had laid emphasis on the development of 'Antyodhaya' - the last man in the queue. "Everybody should get a feeling I am also participant in the development process. Unless development reaches the last citizen, it will have limited meaning," Mr Naidu said. Referring to the latest drive against black money, the Minister said, this was an area where everyone should work together irrespective of party affiliation. "There can't be two opinion on the need to fight corruption, there can be no second opinion on ending the menace of terrorism, drug trafficking and women trafficking......We should not politicise everything," he said. The Minister also said the states should take advantage of the reach of public broadcasters AIR and Doordarshan and give them "preferential treatment". These organisations AIR and Doordarshan do not run under commercial considerations, he said. Mr Naidu said with regard to violation of cable TV operators laws, the states should appoint designated officers in all districts to ensure that no major violation like Peace TV episode is repeated. He would be again writing to Chief Ministers for the same, the Minister said. 'Peace TV' of Zakir Naik had allegedly telecast various programmes which instigated youths towards radical thinking.
