Lucknow, Jul 12 (UNI) An independent one-member judicial commission will investigate the killing of gangster Vikas Dubey, who was shot dead as he tried to flee police custody following a car accident near Kanpur, and his associates in 'encounters'.
According to official sources here , Justice (Retired) Sashikant Agarwal will probe into all the issues related to July 2-3 ambush of 8 policemen in Bikaru village and 'encounters' of Dubey and his accomplices.
The commission will submit a report to the government within two months, the sources added.
The notification of the judicial commission was issued under section 3 of the Judicial Commission Act 1952.
In the term of reference of the judicial commission, it will probe the July 2-3 Bikru ambush in which eight policemen were killed and later July 10 encounter in Kanpur in which Vikas Dubey was killed.
The judicial commission will also investigate the criminal-police nexus and Dubey's patronage.
On Saturday, the Uttar Pradesh government set up a three-member SIT (special investigation team), headed by senior IAS officer Sanjay R Bhusreddy along with ADG Hariram Sharma and DIG J Ravindra Gaud, to probe Dubey's rise to notoriety. The SIT was not tasked with investigating the circumstances surrounding his death.
The SIT, which will consist of a senior IAS officer and two police officers, will submit its report by July 31.
The SIT team has already started its investigation and has reached Bikaru village on Sunday to commence probe.
