Tripura seeks special assistance of Rs 2636 Cr in pre-budget discussion

Agartala, Jan 19 (UNI) Tripura Deputy Chief Minister holding the portfolio of finance
Jishnu Dev Varma asked for provisioning an amount of Rs. 2636 Cr to manage the
shortfall of current state budget while holding pre-budget discussion with Union
Finance Minister Nirmala Sitharaman yesterday.
Dev Varma pointed out that the trend of devolution of share of central taxes in
current fiscal indicates a shortfall as per interim recommendation of 15th finance
Commission.
Being a well performing Tripura has a narrow resource base and it is difficult to
manage the deficit from its own sources. But the less receipts of Share of Central
taxes has to be done only through provisioning of special assistance, he claimed.
Deputy Chief Minister also flagged in the interim report of 15th Finance Commission
had no recommendation for giving funds exclusively for Tripura Tribal Areas
Autonomous District Council (TTAADC), which has been in need to accelerate the
development and a special package is required for it.
Highlighting the problems of maintaining roads built under Prime Minister Gramin
Sadak Yojana (PMGSY) and other infrastructure, Dev Varma stated that 13th Finance
Commission used to provide maintenance grant but from 14th Finance Commission
onwards the provision has been scraped, which caused serious damage to the capital
assets like roads and buildings due to lack of funds.
“Tripura has about 2550 KM roads under PMGSY and for five years after completion,
the cost of maintenance of such roads lies on state government. Tripura doesn’t have
a source of earnings to push the fund for maintenance of roads and buildings. As a
result, we requested centre to continue special assistance for the Infrastructure
Creation Fund of Rs. 200 Cr,” Dev Varma attributed.
He further urged to revise the funding pattern of externally aided projects for
North-eastern to 90:10 ratio instead of existing 80:20 and to increase the allocation
for NEC and DoNER for speeding up development in the region.
