TRAI releases consultation paper to review domestic leased circuit tariffs

Hyderabad, Jan 23 (UNI) The Telecom Regulatory Authority of India (TRAI) has released a consultation paper titled 'Review of Tariff for Domestic Leased Circuits (DLCs)' to seek stakeholders' views on revising the existing DLC tariff framework.
Under Section 11(2) of the TRAI Act, 1997, the regulator is empowered to notify rates for telecom services.
TRAI has been setting ceiling tariffs for DLCs, with the last notification issued under the TTO (57th & 58th Amendment) of 2014.
The consultation paper aims to update the tariff framework in line with current market conditions and technological advancements,said TRAI Secretary Sheo Bhadra Singh, in a release on Friday.
It also seeks to promote transparency and competition in the DLC market and ensure equitable and affordable access across different regions and categories of users.
The review will take into account the evolution of DLCs, including both point-to-point (P2P) and VPN-based DLCs, as managed services with various service commitments such as bandwidth, uptime, and latency.
TRAI had earlier released a pre-consultation paper on April 29, 2025 to gather initial feedback. Based on stakeholder responses and TRAI's analysis, the current consultation paper has now been placed on TRAI's website.
Stakeholders are requested to submit their comments by February 22, 2026 via email to D Manoj, Principal Advisor (Financial & Economic Analysis), at pradvfea@trai.gov.in.
