Speaking on murder and rape cases, Dr Murugan said that 17 cases were reported during 2015. Of them only nine cases were charge sheeted. 32 cases were reported during 2016. Of them 8 cases only charge Sheeted. In 2017 there were 12 cases reported but no one case Charge Sheet was filed. About 50-60 cases were not filed Charge Sheet. Some of them were pending since long. As per new Amendment Act, there were any murder or rape occurred, police should file Charge Sheet within 60 days. The victims would get compensation if filed Charge Sheet only, he said.
Dr Murugan said where ever murder and rape cases reported, concerned district magistrate should visit the spot and to prepare report within 24 hours. But here not happened. The Commission has instructed the state government to give instructions about the new Amendment Act to all the police stations and concerned officers. Those who were not performed well there is a section to punish them, he said.
The Vice Chairman said as per Schwinger Act, manual sewerage was totally Prohibited in Private and public sectors. If SCs were engaged it they should be punished under Manuel Schwinger Act as well SC and ST Act.
