''In fact, even if an Indian citizen comes to India for a short period of 15 days, which some of them normally do, they will still not be able to apply for Adhar Cards for himself or herself as definition given of “residence” under section 2 (v) of the Adhar Act, says, “ “resident” means an individual who has resided in India for a period amounting in all to in all one hundred and eighty- two days or more in the twelve months immediately preceding the date of allocation for enrolment,” the Congress leader pointed out.
In fact, Mr Naik said, the government should amend Adhar Act to make arrangements to issue Adhar Cards through embassies, consulates and other designated places in various countries by amending the definition of “residence” and also by amending Section 5 of the Act which provided for taking special measures to issue Adhar number to women, children, senior citizens, persons with disability, unskilled and unorganised workers, nomadic tribes or to such other persons who did not have permanent dwelling house and such other categories of individuals as may be specified by regulations, to include Indian citizens residing abroad.
Mr Naik also demanded that in all the designated places, electronic devices to prepare and print Adhar Cards be installed.
