RS adjourned sine die, Chairman Venkaiah Naidu terms it a productive session

New Delhi, Aug 11 (UNI) The Rajya Sabha was today adjourned sine die after a four-week-long Monsoon session with new Chairman M Venkaiah Naidu terming it a productive session. The 243rd Session of the Rajya Sabha, which commenced on July 17, had 19 sittings in all and the House sat for more than 80 hours. In the valedictory statement, Mr Naidu described the session as a 'productive' one which saw the passage of nine government Bills. During the session, the House passed nine government Bills, including the Right of Children to Free and Compulsory Education Bill, Banking Regulation (Amendment) Bill, National Institutes of Technology, Science Education and Research (Amendment) Bill, Footwear Design and Development Institute Bill, the Admiralty (Jurisdiction and Settlement of Maritime Claims) Bill, the Collection of Statistics (Amendment) Bill, the Indian Institutes of Information Technology (Public-Private Partnership) Bill, the Constitution (One Hundred and Twenty-third Amendment) Bill, the Right of Children to Free and Compulsory Education Bill and the Indian Institutes of Information Technology (Amendment) Bill . The government, however, faced a major embarrassment when the Opposition forced amendments in a clause in the Constitution (123rd Amendment) Bill, 2017, providing for giving constitutional status to the National Commission for Backward Classes, However, with the said clause failing to get the two third majority of the House required for its passage, the Bill was passed without the Amended clause. Three Government Bills were also withdrawn. The Motor Vehicles (Amendment) Bill, 2017 was referred to the Select Committee of the Rajya Sabha. The Financial Resolution and Deposit Insurance Bill, 2017 was referred to the Joint Committee of both Houses. The House saw disruption of about 25 hours on issues like increasing incidents of lynching and atrocities on Dalits and minorities and violence by cow vigilantes across the country; Plight of farmers and agrarian crisis throughout the country; alleged horse trading of Congress legislators of Gujarat Legislature; phased increase in prices of subsidised LPG cylinders; provision of NOTA in the Rajya Sabha election from the State of Gujarat; renaming of Mughal Sarai Railway station ; two different sizes of 500 currency notes printed by the Reserve Bank of India and stalking of a girl by son of a BJP leader in Chandigarh . The House, however, somewhat made up this loss by sitting late for more than 7 hours to complete legislative and other important business. Two new Members Vinay Dinu Tendulkar and Sampatiya Uikey elected from the States of Goa and Madhya Pradesh respectively joined the House during the Session. The House also bid farewell to nine retiring members, including Mr Sitaram Yechury of the CPM. The House was informed by the Chair about the resignations of BSP chief Mayawati and Mr M Venkaiah Naidu. While Ms Mayawati resigned from the Upper House in protest against not being allowed the issue of atrocities against Dalits, Mr Naidu resigned from the Rajya Sabha after his election as the 15th Vice-President.
