RS adjourned Sine Die ahead of schedule,  productivity of  House 100.47 pc

New Delhi, Sep 23 (UNI) Rajya Sabha was on Wednesday adjourned Sine Die ahead of schedule following concern expressed by members over rising number of Covid cases.

A total of ten sittings of the Upper House were held during the session of the Rajya Sabha.

In his valedictorian remarks, the Chairman said that the session is being concluded ahead of its planned schedule.

'The session is being concluded eight sittings ahead of the 18 planned sittings as COVID-19 pandemic continues. We made many rearrangements, like working on the weekends, having proceedings from six locations.

I was worried about how my members will get used to these new arrangement. I had to do two mock sittings to get used to it," the Chairman said.

Giving a brief account of the session, he said during the 10 sittings, a total of 25 Bills were passed and six Bills introduced.

"3.15 hours were lost due to disruptions in this session. However, the lost time was made up for by sitting for extra time,' the Chairman said.

He said that 57 per cent of total functional time of the House was spent on government legislative business. He said that the high productivity of the previous sessions continued this time too.
' The productivity of the House during this session has been 100.47 per cent The new normal of high productivity witnessed during the last three sessions has continued during this session as well.

As a result, the overall productivity of the last 4 sessions comes to a praiseworthy 96.13 per cent. This high productivity for four consecutive sessions is the best during the last five years”, the Chairman added.

He said that written replies were given to a total of 1,567 unstarred Questions during the 10 sittings, while the members raised issues of urgent public importance through 92 Zero Hour and 66 Special Mentions. Besides, the members discussed important issues of the outbreak of COVID-19 pandemic, its consequences and management and the developments along the border in Ladakh.

Mr Naidu appreciated all the frontline warriors like the Doctors, Nurses, Para-medical staff, Sanitation workers, Scientists and farmers. He also expressed his gratitude to the police and armed forces for keeping the country safe.
In his concluding remarks, Chairman Venkaiah Naidu complemented officials of Parliament, CPWD and other agencies for helping to hold the Session amid the Covid pandemic.

The Chairman thanked members for attending session despite covid.

'This session has been unique. We tried our best in holding a Parliament session amid the Covid pandemic. Holding a Parliament session amid pandemic required innovative thinking and elaborate planning.

The previous session was also cut short because of the pandemic, like this one. I went ahead with the session, after multiple consultations, because of one, constitutional requirement and two, the Prime Minister said when others are working, so should we. That convinced me. I hope when we meet next it will, not be amid such conditions. I urge all to stay safe. Let us win battle against covid,' the Chairman said.

While expressing satisfaction at the productivity during the session, the Chairman, however, expressed pain over the happenings over the past few days.

'Though the session has been satisfactory in terms of productivity, there were some areas of concern. I appeal to all members from the depth of his heart to ensure that such unruly behaviour is not repeated. I am pained to see bills getting passed in the din. It pains me more when the Chair is rendered helpless and is forced to take decisions against members,' the Chairman said.
