Parties prepare for hearing over arrest of former scribe

Imphal, Dec 22 (UNI) The arrest under National Security Act of a former scribe has resulted in a legal fight in the Manipur High Court.
Justice Lanusungkim Jamir and Justice Kh Nobin on Friday fixed February 1 as the hearing date for the case.
Kishorechandra Wangkhem had posted a video in his facebook on November 11 in which he allegedly used street language to blame Prime Minister Narendra Modi and Chief Minister N Biren Singh. He also charged that Rani Jhansi had no relevance in Manipur and organising a function to honour her was an insult to the history of Manipur.
He was arrested however, Chief Judicial Magistrate Imphal West released him by stating that, "The words, terms and gesture used by the accused in the video cannot be termed as seditious. It is mere expression of opinion against the public conduct of public figure in a street language."
The District Magistrate Imphal West immediately ordered arrest of Kishorechandra under NSA following the release by the CJM and he was kept at Sajiwa jail. The arrest was challenged and the High Court has asked the centre, the state and the plaintiff to file affidavit before the next hearing on February 1.
