Mr Naidu reminded Members that at the time of debates in the Constituent Assembly over setting up of the second chamber, there were apprehensions that it would prove a drag on the Lower House and wanted them to not rake up this debate again on the need for a second chamber.
He said India's first Prime Minister Jawaharlal Nehru had brushed aside his own reservations and agreed to setting up of the Upper House hoping it would put hold dignified debates and prevent hasty legislation by letting passions subside.
