CM said the state government had raised the issue through numerous letters and also placing it in the meetings of the NITI Aayog and Inter-State Council. "It is our firm belief that the nation cannot develop without a balanced development of all States and regions", he remarked. He said that a special policy initiative was required for bringing the regions which were backward, having no resources and were ignored till date, to the national average of growth. He said that transfer awards by successive Finance Commissions and the Planning Commission had failed to ensure inter-state fiscal equalisation, and Bihar had been one of the major victims of this. CM said that the Central government's implicit and explicit subsidies had benefited the advanced states most. "This has resulted in regional imbalances, creating islands of growth. The behavior of national growth statistics suggests high volatility in which years of high growth are suddenly substituted with low growth years and this uneven performance dents investors confidence", CM noted. He said that it was because of the excessive reliance on rates of growth achieved by the more advanced states. "If instead the more backward and poorer state are incentivised through suitable policy action these undesirable fluctuation in national growth data would be mitigated", he added.
