Thiruvananthapuram, Sep 3 (UNI) Co-operative federalism, for its successful and healthy functioning, requires continuous exchange of ideas between all the stake holders, Kerala Chief Minister Pinarayi Vijayan said on Saturday.
Addressing the 30th Southern Zonal Council meeting at Kovalam, the Chief Minister said "there is need to have fruitful discussion on the proposed legislations based on the entries in the Concurrent List of Seventh Schedule of our Constitution before they are enacted by the Parliament."
"There can be contestations, but through discussions and debates, consensus can emerge narrowing down the areas of differences. This is the essence of a healthy federal democracy."
