Lucknow, Sep 29 (UNI) With an aim to facilitate payment to farmers under Minimum Support Price (MSP) for the Kharif crops, the Uttar Pradesh government has allowed the purchase agencies to go for loan or credit limit from nationalized banks up to Rs 3000 crore.
The purchase of paddy starts from October 1.
The decision was taken in the cabinet meeting chaired by chief minister Yogi Adityanath here on Tuesday.
“The Uttar Pradesh State Food Corporation has been entrusted with the task to purchase paddy from the farmers at MSP. The government has authorized the SFC to go for either a soft loan or credit limit of up to Rs 3000 crore at a nominal interest,” the spokesman said.
He said that SFC will act as a nodal agency and will provide money to the purchase centres. “It will be the responsibility of the SFC to collect money and interest from the centres and deposit the same to the banks,” he said.
The decision was important in view of protests of political parties against recently passed Farm bills. The MSP is the fulcrum of the protest as the political parties claim that farmers will not be paid money by agencies as per MSP.
In another decision the state cabinet has given approval to build infrastructure for power and PWD for Greenfield Jewar Airport at Greater Noida from its own expenses. Earlier the cabinet has taken a decision to build that infrastructure on PPP model but the government has now decided to build infrastructure on its own budget.
The international airport, the land for which has been given by the state government, will be build at the PPP model.
The government has also extended dates to sign the concession agreement because of Covid pandemic.
The cabinet has also approved the Union Government’s ‘Swamitva Yojana’ or Ownership Scheme to map residential land ownership in the rural sector using modern technology like the use of drones.” The scheme is aimed to revolutionise property record maintenance in UP and was launched on the Panchayati Raj Diwas by the prime minister” official said.
The Yojana is meant to create a record of land ownership in rural areas using modern technology and will be piloted by the Panchayati Raj ministry. “The need for this Yojana was felt since several villagers in the rural areas do not have papers proving ownership of their land. In some areas survey and measurement of the populated areas in the villages has not been done for the purpose of attestation/verification of properties. This scheme will fill the above gap to provide ownership rights to people in the villages,” the official said.
The population in 1,08,648 vil;lages will be surveyed by this scheme.
To make ODOP a brand, the UP Government has decided to set up retail shops at prominent places like railway stations and airports across the country. The government will also extend financial support in opening these centres.
At Panchayat level the help would be of Rs 40,000, at Nagar Palika area it would be Rs 60,000 and Nagar Nigam region it would be Rs 1 lakh. At prominent airport like Delhi and Mumbai the help would be upto Rs 5 Lakh while for airports at smaller cities like Lucknow, Varanasi, Pune, Vadodar, Amritsar, Indore, Nagpur, Vishakhapatanam and Tirupati it would be anything between Rs 1.50 lakh and Rs 4 lakh.
UP Government has decided to appoint retired teachers of state medical colleges or Armed Forces Medical services as Professors in the newly constructed medical colleges. This will help in tiding over the paucity of medical faculty in these medical colleges.
They will be appointed as consultant at an honorarium of Rs 2.20 lakh per month.
In other decisions the government has decided to link Aagnawadi with the State Rural Livelihood Mission and approved revised estimates for construction of jail in Etawah. Cabinet has also approved giving land for construction of land of irrigation department to Indian railways for construction of rail line between Deoband and Roorkee.
