New Delhi, Jun 30 (UNI) The Centre has entrusted Railway Protection Force (RPF) with the responsibility of protection and security of railway property, passenger area and passengers and matters connected therewith.
Security measures are initiated to strengthen overall security of railway stations including access control at important railway stations, guarding of platforms, surveillance through CCTV cameras, operationalisation and upgradation of Security Help Line number 182, escorting of trains in vulnerable sections, deployment of women security personnel in ladies coaches, drive against unauthorised person in Railway station and trains among other, said official sources.


Policing of Railways being a State subject, prevention of crime, registration of cases, their investigation and maintenance of law & order in Railway premises as well as on running trains and security of railway tracks, tunnels & bridges are the statutory responsibility of the State Governments, which they discharge through Government Railway Police.
RPF supplements the efforts of GRP to provide better protection and security of passenger are and passengers and for matters connected therewith, they said.

Implementation of guidelines is an ongoing process. As and when any shortcoming in implementation is noticed, remedial measures are immediately taken, it was informed through Parliament questions.


State Level Security Committee for Railways (SLSCR) have been constituted for all State/Union Territories (UTs) under the Chairmanship of respective Director General of Police/ Commissioner of States/UTs for regular monitoring and review of security arrangement over Railways.

The Director General/RPF on behalf of Central Government issues directives, orders and circular from time to time for better command, supervision and performance of the Force, it was informed.



Railways also adopted Integrated Security System.
Security at Railway stations is not strictly comparable to Airports due to the nature of access to passengers.
However, Railways accords high priority to security. It has been decided to provide ‘Integrity Security System (ISS)’ along with station specific ‘Station Security Plan’ at 202 Railway stations for controlled access at these identified stations, the sources added.

Total amount allocated for ISS is 406.63 crore, out of which-upto 31.03.2019, 197.82 crore has been utilised.

Meanwhile, 202 Railway stations have been identified as sensitive on date. Sensitive stations are identified based on several factors like threat perception, strategic importance, crowd throughput among others.

While law & order is a State subject, it has been felt that giving RPF more powers in the matters of offences of theft of passengers belongings, drugging and nuisance against women passengers is beneficial for the security system. The idea is at consultation stage at present.
However, other measures have been initiated by Railways, through RPF, to strengthen security of passengers which include escorting of trains, access control at important railway stations, prosecution of offenders under the provisions of the Railways Act, coordination with Government Railway Police and concerned District police, they added.
