Kolkata, Oct 09 (UNI) "We can be robust, reliable and risk-free long-term manufacturing partner
and this is perfect time to integrate into Global Value Chains ( GVC)," said Sanjay Budhia, National Chairman, CII EXIM and MD , Patton Group, during CII Digital seminar on Trade Facilitation on Friday.
"But currently, Exporters are facing huge challenges starting from freight rates, availability of Containers, booking of space in the Vessels, timely sailing – at every stage Exporters have to struggle and this leads to commitments getting failed in the international markets," he added.
"Taking advantage of this shortage, shipping companies jack up their rates at their whims and fancies, such as peak season surcharge and general rate increase which varies according to different shipping lines and container sizes."
"Apart from these, the shipping lines have also imposed several small surcharges and incidental charges such as issuance of Bill of Lading (BL), Amendment to BL and various other smaller charges
which are adding to a sizeable amount. Hence there is a need for a National Shipping Regulatory Body which can be formed along the line of IRDA (Insurance Regulatory and Development Authority) and TRAI (Telecom Regulatory Authority) to determine freight rates," stated Budhia.
"The recently announced Customer Charter is an extremely customer focussed step. Putting very strict timeline matching to the International Standard is a path breaking move. Other steps such as Digitalization of freight movement from entry till onboard, installation of 4 nos. mobile harbour, introduction of RFID Gate Pass, Introduction for filling Export application online for container entry and introduction of filling export ready report have transformed the workings very smooth," said Vinit Kumar, Chairman, Kolkata Port Trust.
"Reforms are on the anvil for enhancing Trading Across Borders To Strengthen The Logistics Facility For Trade. Some segments of logistics such as CFS, ICDs, cold chains, warehouses etc. have been given infrastructure status which is a testimony to the government’s commitment to improve trade facilitation," said Pawan Kumar Agarwal, Special Secretary Logistics, Ministry of Commerce & Industry at the CII Digital Seminar on Trade Facilitation.
"The department has provided inputs to the government for introduction of facilitative measures such as amendments to Customs Act etc. in the budget which would lead to reduction is documentation and further simplify the regulatory mechanisms."
"Bringing all stakeholders on a common digital platform will help in enhancing transparency and in reducing dwell time and costs associated with trading," he added.
