During a continuing discussion in the Upper Hosue on a Private members Bill moved by Rajeev Gowda of the Congress which suggests removing the limit on electoral spending in Lok Sabha and Assembly elections, Mr Rakesh Sinha of the BJP opposed a removal of the limit on electoral spending, arguing that removing the limit would make Democracy a captive to rich people.
