LS adjourned till Tuesday: No Trust Motion not taken up

New Delhi, Mar 23 (UNI) The Lok Sabha could not take up the No Confidence Motion against the Narendra Modi government yet again on Friday due to continuous uproarious scenes, despite repeated plea from the Chair, urging the slogan shouting TRS and AIADMK members to return to their seats from the Well.
The House was adjourned without transacting any major business for the 15th day till Tuesday. Adjourning the House, Speaker Sumitra Mahajan said the members had "requested" her for a holiday on Monday, March 26, on account of Ramnavami.
"I am accepting the request," Ms Mahajan said.
Taking up the No Confidence Motion moved by the TDP and the YSR Congress Party, the Speaker told the agitating members that she had to do headcount of 50 members "standing on their designated places" to allow taking up of the motion.
"I want to take up the motion, even on my right side they are ready," she said referring to the Treasury bench and requested the slogan shouting TRS and AIADMK members who were in the Well to return to their respective seats.
"I am duty-bound to allow the No Confidence Motion. As the House is not in order, I will not be able to allow to take up the Motion," the Speaker said in reference to the No Trust Motion moved by TDP MP Thota Narasimham and Y V Subba Reddy of YSR Congress Party.
The Congress, Left and TDP members among others stood on their places rendering their support to the No Confidence Motion. Congress MP Sunil Jakhar from Gurdaspur in Punjab also came into the Well and raised slogans - but nothing could be heard amid din.
In between, Speaker allowed laying of papers and also announced setting up of a panel to examine matters pertaining to the implementation of 7th Pay Commission report for the employees of Lok Sabha and Rajya Sabha Secretariats.
Ms Mahajan, however, said she could not do the headcount on No Trust Motion amid chaos and members entering the Well and thus adjourned the House till Tuesday.
A No-Confidence Motion in the Lok Sabha can be accepted, only if there is support of at least 50 members.
Earlier, the House was adjourned within minutes of assembling till 12 noon after paying tributes to martyrs -- Bhagat Singh, Shivaram Rajguru and Sukhdev Thapar -- on the occasion of Shaheed Diwas.
The Speaker paid homage to the most revered figures of the Indian freedom struggle - who were hanged on March 23, 1931. Ms Mahajan said the three brave hearts attained freedom to liberate the country from the shackles of foreign rule.
'The courage, bravery and patriotism of these martyrs will always be a source of inspiration for all of us,' she said.
The members stood for a few minutes in silence as a mark of respect to the freedom fighters.
The AIADMK members, protesting over demand for immediate setting up of Cauvery Water Management Board and Telangana Rashtra Samithi (TRS) members insisting for increase in Muslim reservation quota in Telangana, trooped into the Well.
Lawmakers from TRS donning pink stoles wanted hike in reservation quota for Muslims in Telangana.
They carried placards, which said 'One nation, one law' and 'Link MG-NREGA to farm labourers'.
Both the Houses of Parliament have not been able to transact any major business in the second part of the Budget session that got underway on March 5.
