Levy of five pc naptha import duty deprives HPL of a level playing field : Chatterjee

Kolkata, Sep 21 (UNI) The levy of five per cent naphtha import duty on Haldia Petrochemicals Ltd
(HPL) has deprived it of a level playing field.
Stating this at an industry meet, organised by FICCI ahead of India Chem 2018 last night, Whole Time Director of the West Bengal-based Haldia Petrochemicals Subhasendu Chatterjee said, '' All companies in the industry should be treated equally and there should not be a disparity in the treatment. ''
“ Haldia Petrochemicals is the only company on which the five per cent import duty on naphtha is imposed by the government. We demand that the government provide us a level playing field, ” he said while addressing the gathering.
Mr Chatterjee said Reliance was allowed zero duty on crude oil import and was able to develop a value chain.
“ They process it and most probably convert it into polymers, ” he said adding naphtha was a refinery output and so the import duty was unfair.
Elaborating on other issues faced by HPL, Mr Chatterjee said, '' The silting in the Ganges prevent big ships from coming to Haldia port which has necessitated the company to tranship a part of its products to Vishakhapatnam, costing it additional $5/ton in transport. ''
Mr Chatterjee further said instead of banning the use of polymer bags, it was important to have an effective collection and disposal plan.
“ China has a much higher rate of per capita consumption of plastics compared to India, but the collection and disposal plan make all the difference, ” he opined and said, '' It's possible for India too to come up with a solution to deal with its plastic waste. ''
On the sidelines of the meet, Mr Chatterjee said, '' A refinery for converting crude to chemical is in an advanced stage of planning. ''
“ We don’t want to produce petrol or diesel as giants like IOCL, BPCL and others are already present. We want to produce chemicals like benzene and butadiene, ” he informed.
The refinery would be the first of its kind in the country and there was no other entity involved in similar operations in India, Mr Chatterjee said adding, '' The location for the refinery is yet to be decided, but would be located along the east coast of India. ''
