Labour safety Bills passed in Lok Sabha

New Delhi, Sep 22 (UNI) Labour Minister Santosh Kumar Gangwar said on Tuesday that the labour reforms that are being undertaken by the government will prove to be 'milestone for the welfare of workers'.
The Lok Sabha passed the Occupational Safety, Health And Working Conditions Code, 2020, the Industrial Relations Code, 2020 and the Code on Social Security, 2020 with voice vote.
Replying to the debate on the bills, Mr Gangwar said the amendments in labour laws were a realisation of revolutionary Bhimrao Ambedkar, who was also the author of India's Constitution.

He also said that the Modi government has given importance to the motto of 'Shramik Jayate' (Victory to workers).
The three Bills amalgamate laws on social security, occupational safety and industrial relations, which would, among other changes, allow companies with less than 300 workers to terminate employment without prior approval and provide gig and platform workers social security schemes.
The Occupational Safety, Health And Working Conditions Code seeks to consolidate and amend the laws regulating the occupational safety, health and working conditions of the persons employed in an establishment.
The Bill provides for certain benefits for inter-state migrant workers.
These include option to avail the benefits of the public distribution system either in the native state or the state of employment, availability of benefits available under the building and other construction cess fund in the state of employment, and insurance and provident fund benefits available to other workers in the same establishment.
The Industrial Relations Code seeks to consolidate and amend the laws relating to Trade Unions, conditions of employment in industrial establishment or undertaking, investigation and settlement of industrial disputes and matters connected therewith.
The Code On Social Security seeks to Bill to amend and consolidate the laws relating to social security with the goal to extend social security to all employees and workers either in the organised or unorganised or any other sectors.
The proposed legislation classifies any dispute in relation to discharge, dismissal, retrenchment, or otherwise termination of the services of an individual worker to be an industrial dispute.
The worker may apply to the Industrial Tribunal for adjudication of the dispute. The worker may apply to the Tribunal 45 days after the application for the conciliation of the dispute was made.
The 2020 Bill changes the definitions of certain terms in the Code. These include expanding the definition of ‘employees’ to include workers employed through contractors, expanding the definition of 'inter-state migrant workers' to include self-employed workers from another state, expanding the definition of 'platform worker' to additional categories of services or activities as may be notified by the government.
The definition also expands the definition of audio-visual productions to include films, web-based serials, talk shows, reality shows and sports shows, and, exempting construction works from the ambit of 'building or other construction work' if the total cost of construction work exceeds Rs 50 lakhs (and if they employ more than a certain notified number of workers).
Over 29 labour laws have been merged into four codes and that one of them has already been passed.
