Karnataka GST (Amendment) Act among three Bills passed in Legislative Assembly

Belagavi, Dec 14 (UNI) Karnataka Chief Minister H D Kumaraswamy, who also holds the finance portfolio, on Friday moved a bill to amend Karnataka Goods and Services Tax Act, 2017 and it was unanimously passed.

Moving the Bill in the Legislative Assembly, he said that the Amendment is to implement new return filing system and also to overcome the difficulties of filing return and payment of tax under the Goods and Services Tax Act on the lines recommended by the Goods and Services Tax Council.

He said the matter was urgent and the Karnataka legislative assembly was not in session, the Karnataka Goods and Services Tax (Amendment) ordinances, 2018 had to be promulgated to achieve this.

The central government has amended the Goods and Services Tax Act 2017 by central goods and services tax amendment act 2018. Since goods and services tax is a uniform taxation system, all the States and Union Territories have to amend the respective goods and services tax act as per the recommendations of goods and service tax council, he said.

The other two bills passed included the Karnataka Transparency in Public Procurements (Amendment) Bill 2018. Mr Kumaraswamy said the Bill considered necessary to omit provisions relating to e-procurement, tender bulletin and tender bulletin officer; and to set up and maintain a Karnataka Public Procurements e-portal accessible to the public. The amendment is to re-define the words, tender and tendered document; to omit certain exception applicable to goods or services which are which are procured from certain departments of government, public sector undertakings and statutory boards. To procurement through government e-market place (GeM), to provide procurement through electronic reverse auction and inclusion of contract execution management.

Bill to give preference to micro and small enterprises as per the Micro Small and Medium Enterprises Development Act, 2006 and also to debarment of tenderers.

The Bagar Hukkum Bill was moved by Law Minister Krishna Byregowda in the absence of Revenue Minister R V Deshpande. This is to amend the sector 94-B of the Karnataka Land Revenue Act 1964 to facilitate disposal of pending applications for regularization of certain lands which are about 9,937 applications in form 50 and 184,329 applications in form 53 still pending for disposals. Therefore, it is necessary to extend the time limit by another two years.
