Mr Kumaraswamy said the Bill considered necessary to omit provisions relating to e-procurement, tender bulletin and tender bulletin officer; and to set up and maintain a Karnataka Public Procurements e-portal accessible to the public. The amendment is to re-define the words, tender and tendered document; to omit certain exception applicable to goods or services which are which are procured from certain departments of government, public sector undertakings and statutory boards. To procurement through government e-market place (GeM), to provide procurement through electronic reverse auction and inclusion of contract execution management.

Bill to give preference to micro and small enterprises as per the Micro Small and Medium Enterprises Development Act, 2006 and also to debarment of tenderers.

The Bagar Hukkum Bill was moved by Law Minister Krishna Byregowda in the absence of Revenue Minister R V Deshpande. This is to amend the sector 94-B of the Karnataka Land Revenue Act 1964 to facilitate disposal of pending applications for regularization of certain lands which are about 9,937 applications in form 50 and 184,329 applications in form 53 still pending for disposals.
