Janmabhoomi and Grama Volunteer systems weakening Gram Panchayats at grassroot levels in AP : UoH Prof Venkatesu

Tirupati, Dec 5 (UNI) Professor of Political Science at the University of Hyderabad (UoH), Prof. E. Venkatesu, on Sunday said that the allocation of funds by the 15th Finance Commission barely the violation of the Principle of Subsidiary as per the provisions of the 73rd Constitutional Amendment Act and projecting the Human Development Vs Population concept.
Explaining the intricacies in the working of the Panchayati Raj system in Andhra Pradesh at the Symposium on ‘15th Finance Commission Recommendations: Status and Position of Panchayati Raj Institutions in AP State’, organised by Tirupati-based research organization Academy of Grassroots Studies and Research of India (AGRASRI), here through Zoom Platform, Prof.Venkatesu observed that the parallel institutions like Janmabhoomi and Grama Volunteer systems weakening the Gram Panchayats at the grassroots level and multiple departmental committees shatter the financial autonomy in all respects.
The 15th Union Finance Commission of India recommended the funds to the Rural Local Bodies (RLBs) and Urban Bodies (UBs) for the next 5 years period on the basis of various conditions and guidelines stipulated for utilising the sanctioned grants by various State Governments with a tune of 4,36,361 crores, said experts at the Symposium.
