India, Germany to hold parleys on Afghan situation on Friday

New Delhi, Jul 18 (UNI) India and Germany will hold talks and "exchange views" on Afghanistan situation in Delhi on Friday, MEA spokesman Raveesh Kumar said here and also maintained that India has communicated to all partners about its stance that it wants peace which will be "Afghan-led, Afghan-owned and Afghan-controlled".



"Tomorrow, we will exchange views with the Special Representative from Germany (Markus Potzel) who is responsible for intra-Afghan dialogue. We believe that all initiatives and processes must include all sections of the Afghan society, including the legitimately elected government," Mr Kumar told reporters here.

With regard the arrest of Hafiz Saeed, the mastermind of 26/11 Mumbai attack, MEA spokesman said: "We hope that this time Hafiz Saeed will genuinely be brought to justice".

He said as a "close neighbour and an important stake holder" in Afghanistan, India is closely following the developments related to the peace and reconciliation efforts in Afghanistan.

"The US side also briefs us on their talks from time to time. We are also in regular consultations with other active players like all political forces in Afghanistan, Russia, Iran, Saudi Arabia, and China on this issue," he said, adding New Delhi has always supported a national peace and reconciliation process which is Afghan-led, Afghan-owned and Afghan-controlled.

"This has been communicated to all our partners and we are quite confident that our points of view will be part of any peace and reconciliation process in Afganistan," he said.

He further said that any process should respect the constitutional legacy and political mandate and should not lead to any ungoverned spaces where terrorist and their proxies can relocate.

Answering questions on the arrest of JuD chief Hafiz Saeed which came days before meeting of Pakistan Prime Minister and the US President Donald Trump, MEA spokesman said : "We have seen reports of the arrest of Hafiz Saeed by Pakistani authorities. India has long maintained that the United Nations Security Council 1267 provisions pertaining to listing and proscription of known terrorist entities and individuals must be effectively and sincerely enforced by all member states."

He further said: "This is not the first time that Hafiz Saeed has been arrested or detained. This drama has taken place at least eight times since 2001" and underlined that the real issue involved is "whether this time it would be more than a cosmetic exercise and whether Saeed will be tried and sentenced for his terrorist activities".

"We reiterate that Hafiz Saeed is a designated terrorist, the mastermind of Mumbai terror attacks and listed by the United Nations Sanctions Committee under the UN Security Council Resolution 1267. Effective action mandated internationally against Hafiz Saeed and his terrorist organizations is an obligation on part of all UN Member states, including Pakistan. He also carries a reward of US$ 10 million under US law," he said.

Mr Kumar also said - Hafiz Saeed and his front organizations LeT and JuD, recruit and train hundreds and thousands of persons and motivate and indoctrinate them on a violent agenda against India.

"The FATF has drawn attention to the clear evidence that organisations supported by Saeed continue to be involved in supporting and financing terrorist activities. Pakistan’s sincerity to take action against terrorist and terror groups will be judged on the basis of their ability to demonstrate verifiable, credible and irreversible actions against terrorists and to disrupt and dismantle terror groups operating from their soil. We hope that this time Hafiz Saeed will genuinely be brought to justice," he said.
