HP govt reintroduces Municipal Corporation Amendment Bill amid legal battle over Shimla mayor tenure

Shimla, Feb 16 (UNI) The Himachal Pradesh Government on Monday reintroduced the amendment to the Himachal Pradesh Municipal Corporation Act in the Assembly, seeking reconsideration of the controversial extension of the Shimla Municipal Corporation (SMC) Mayor and Deputy Mayor’s tenure, after the earlier ordinance lapsed without receiving the Governor’s assent.
The development coincided with the commencement of the Budget Session of the Himachal Pradesh Assembly, which began this afternoon. Besides deliberations on the discontinuation of the Revenue Deficit Grant (RDG), the House is expected to witness discussion on the politically sensitive issue of extending the tenure of Shimla Mayor Surinder Chauhan and Deputy Mayor Uma Kaushal from two and a half years to five years.
It may be recalled that the state Cabinet had earlier approved an ordinance to extend the tenure. The ordinance was later replaced by an amendment Bill; however, the Governor did not grant assent, leading to its lapse. The government has now reintroduced the amendment Bill in the Assembly in an apparent bid to regularise the decision through legislative approval.

The chargesheet in 2013 FIR was filed before the Court of Special Anti-Corruption Judge Baramulla for offences under Sections 420, 467, 468, 471, 120-B and 201 RPC read with Section 5(2) of the Prevention of Corruption Act.
