Former chief officer of Badlapur civic body arrested in multi-crore

Thane, Sep 25 (UNI) Former chief officer (CO) of the Kulgaon-
Badlapur Municipal Council was on Tuesday arrested by the Crime
Branch of Thane police in a multi-crore Transfer of Development
Rights (TDR) racket.
Consequent to that, the civic body and the government incurred
losses to the tune of around Rs 20 crore, police said today.
The arrested accused, Balchandra Gosavi, was produced before a
magistrate who remanded him to police custody for two days, it was
stated.

On August 20, 2015, six senior officials of KBMC were booked by the
Economic Offences Wing of the Thane police on the charge of alleged
gross irregularities, resulting in losses to the civic body and the
government exchequer to the tune of Rs 20 crore.
The EOW had registered offences against them under sections 166 (A),
167, 406, 408, 409, 418, 420, 468, 120(B) read with 34 of Indian
Penal Code.
Following an enquiry into the irregularities that occurred between
2010 and September 2013, the EOW had registered offences against the
KBMC officials at the Badlapur (east) police station.
The officials against whom the offences were registered were
Balchandra Gosavi (then CO at KBMC, now CO at Ambernath Municipal
Council); Sunil Dusane (asstt Town Planner), Tukaram Mandekar (city
engineer), Ashok Pednekar (deputy engineer), Nilesh Deshmukh and
Kiran Gavle (both ward engineers).
While implementing the development plan, these officials allegedly
did not follow the proper procedures and violated the set regulation
while developing the reserved plots and connived and put the
exchequer into losses, it was stated.
They had violated the civic regulations and the directions of the
Directorate of Civic Councils regarding acquisition of land for the
purpose of development.
Since last three years, Gosavi, who was under suspension, was
evading arrest and had even filed a bail application in the courts,
which were rejected, police said.
Finally, acting on a tip-off, the EOW nabbed him at Teen Hath Naka
area of Thane city and arrested him, sources added.
