DIPP must defer rules on bicycle reflection by year: IBMA for PM's intrusion

New Delhi, Aug 26 (UNI) Ludhiana-based Indian Bicycle Manufacturers Association (IBMA) today requested Prime Minister Narendra Modi to defer the implementation of DIPP's order, which asked the manufacturers to use specific reflectors on the bicycle, at least by a year.

The Department of Industrial Policy and Promotion (DIPP) had issued a mandatory order for bicycle makers to use specific reflectors on the bicycle from September 1 this year.

''The Supreme Court had formed a committee on Road Safety, which has made mandatory use of specific reflectors on the bicycle, which are not currently manufactured in India and will have to be imported from China. We have requested the Prime Minister to intervene into it and stop the implementation of order till the recommended specific reflectors are made in India,'' said RD Sharma, President of IBMA.

Mr Sharma added that there is only one company, which makes reflectors in China and the move would create monopoly in the market.

''Reflectors with ISO-6742, international standard are manufactured by only one company, Satellite reflector in China. This decision will not only create monopoly for one Chinese company, but also raise a question mark why a product, which is currently not manufactured in India, has been made mandatory,'' he added.

The association also cautioned the government that the move would jeopardise and derail the 'Make-in-India' mission.
Mr Sharma added that the decision for mandatory use of specific reflectors on bicycle would lead to shut down of manufacturing units and job loss.

''Therefore, IBMA requested that the order should be put at abeyance for at least a year till the specific product is made in the country,'' he added.

Simultaneously, industry should be given one year time to develop new reflectors as per ISO-6742, so that the existing industry could import technology, instead of finished goods from China, Mr Sharma added.
